WhatsApp Business bills you per message, not per AI answer, and the two costs are separate. As of 2026 the WhatsApp Business Platform charges per message by category: in the US, roughly $0.025 for a marketing message and about $0.004 each for utility and authentication messages, while service replies inside the 24-hour window after a customer messages you are free. On top of Meta's rates, your business solution provider adds a small markup. An AI agent that answers those messages is a separate, flat-rate cost. This guide breaks down both so you can budget WhatsApp properly.

If you want to see how an AI agent runs conversations on top of that messaging layer, our AI agents for WhatsApp page covers it. First, the pricing.

WhatsApp charges for messages, not for AI

The most common confusion about WhatsApp Business costs is treating the platform fee and the automation fee as one number. They are not. The WhatsApp Business Platform is the messaging pipe: it sends and receives messages and bills you for that. Whether a human or an AI agent writes the reply, the message pricing is identical. So your total WhatsApp cost is always two parts: what Meta and your provider charge to move the messages, and what you pay for the intelligence that answers them.

Per-message pricing by category (2026)

Since 2025, WhatsApp moved to per-message pricing for business-initiated template messages, priced by category. The US rates in 2026 look like this:

  • Marketing messages (promotions, offers, re-engagement): about $0.025 per message. These are the most expensive because they are business-initiated outreach.
  • Utility messages (order updates, receipts, account notifications): about $0.004 per message, roughly 80 to 90 percent cheaper than marketing.
  • Authentication messages (one-time passcodes, verification): about $0.004 per message, with volume tiers that lower the rate as you grow.
  • Service messages (your replies inside the customer window): free.

On top of these Meta rates, your business solution provider typically adds a per-message markup. That is worth confirming with your provider, because on high volume it changes the real number.

The free windows that lower your bill

Two windows make inbound-heavy WhatsApp cheap. When a customer messages you first, it opens a 24-hour customer service window, and every reply you send inside that window is free. And when a customer reaches you from a click-to-WhatsApp ad, Meta opens a 72-hour free window where messages, including business-initiated ones, are not charged. The practical takeaway: if most of your WhatsApp is customers messaging in and you replying inside the window, your platform cost stays low, and the value of automation is answering those messages well without a person on every one.

Where the AI agent cost fits

The AI agent is the second, separate cost, and this is where a flat rate matters. A connected agent from the marketplace answers customer questions from your knowledge base, qualifies and routes leads, books appointments, and syncs details into your CRM, on a flat subscription from $29 a month. Because it is flat-rate, adding intelligence to WhatsApp does not add a per-answer fee on top of the per-message platform pricing. It replies inside the free 24-hour window whenever a customer starts the conversation, so most support answers cost nothing beyond your subscription, and it uses paid template messages only when it genuinely needs to reopen a conversation.

Compare that to a basic scripted bot. A scripted bot only handles the exact paths its builder anticipated, so it breaks when a customer phrases something unexpectedly and usually just forwards the chat to a person. An AI agent reasons about each message, answers from your real knowledge, books and qualifies, and hands off when needed. On the same per-message platform cost, one deflects work and the other resolves it.

A worked example

Say you run a mostly inbound support line. In a month you get 3,000 inbound conversations, all within the free service window, and you send 500 utility notifications (order updates). Your Meta message cost is roughly 500 utility messages at $0.004, about $2, plus your provider markup, because the 3,000 service replies are free. Add a flat-rate AI agent at $29 a month to answer the inbound volume, and your all-in WhatsApp cost is modest and, importantly, predictable. Now flip it to an outbound marketing motion: 3,000 marketing messages at $0.025 is about $75 in Meta fees before markup, and there the agent's job is to make each conversation it opens count by qualifying or booking, not just broadcasting.

WhatsApp is one channel. If your outreach also runs on the phone, the same qualify-and-book logic applies to voice, where an AI calling agent that qualifies leads and books meetings handles the conversations a chat channel cannot.

The short answer

WhatsApp Business API pricing in 2026 is per message by category: about $0.025 for US marketing, about $0.004 for utility and authentication, free service replies inside the 24-hour customer window, plus your provider markup. That is the messaging pipe. The AI that answers those messages is a separate, flat-rate cost, from $29 a month for a connected agent, which does not add a per-answer fee on top. Budget the two separately, lean on the free windows for inbound support, and you can browse ready-made AI agents or see how they run WhatsApp conversations on our AI agents for WhatsApp page.
