AI agents for HR cost either a flat platform fee or a per-seat license, and which model you pick matters more than which vendor you pick. IBM watsonx Orchestrate charges $6,360 a year flat, regardless of headcount. Google Gemini Enterprise charges $21 per user per month and Microsoft 365 Copilot charges $30, which for a 500-person company works out to $126,000 and $180,000 a year respectively. For employee-facing HR self-service, where every employee needs access but each uses it rarely, the flat model is cheaper the moment more than about 26 people need an agent.

That is the whole decision in one paragraph, and almost nobody frames it that way, because vendors compare features rather than pricing shapes. Below is the arithmetic, the break-even points, and the specific case where the flat model becomes the wrong answer.

How much do AI agents for HR cost?

Here are the published US list prices for the platforms HR teams actually shortlist, checked September 1, 2026. Every figure comes from the vendor's own pricing page or marketplace listing.

The two shapes behave completely differently as headcount grows. A flat fee is expensive for a 40-person company and almost free per head at 2,000. A per-seat fee is cheap to pilot and scales linearly forever. HR is unusual because its agents are typically employee-facing, which means the seat count is your entire headcount rather than the size of the HR team.

Cost per employee at 500 people

Assume a 500-employee US company rolling out an HR agent that every employee can use for policy questions, PTO balances, benefits enrollment and onboarding tasks. This is the standard HR self-service use case.

A twenty-fold gap is large enough that it deserves an honest caveat, and here it is: almost nobody buys Microsoft 365 Copilot or Gemini Enterprise for HR alone. They are bought as company-wide productivity tools and HR rides along on licenses that already exist. If your company has already paid for 500 Copilot seats, the marginal cost of an HR agent on Copilot Studio is close to zero, and IBM's $6,360 is $6,360 of genuinely new spend.

So the correct question is not which platform is cheapest in the abstract. It is whether you are buying a license you do not already own. If you are, the flat model wins decisively at any real headcount. If you are not, the incumbent almost always wins.

The break-even seat counts

Because one side of the comparison is flat and the other is linear, there is an exact crossover point. IBM's $6,360 divided by Gemini's $252 per seat per year is 25.2 seats. Divided by Copilot's $360 per seat per year it is 17.7 seats.

  • Above 26 people needing agent access, watsonx Orchestrate Essentials is cheaper than Gemini Enterprise Business.
  • Above 18 people, it is cheaper than Microsoft 365 Copilot.
  • Below those counts, per-seat wins and the flat fee is dead money.

Those numbers are low enough that for employee-facing HR at any company above about thirty people, the flat platform is the cheaper shape on paper. What stops it being the automatic answer is a usage cap that IBM does not advertise.

The per-user message cap that decides the answer

IBM publishes a user ceiling and a message ceiling for each watsonx Orchestrate plan but never explains how they relate. Essentials allows 200,000 messages across 4,000 users. Standard allows 2,000,000 across 40,000. Both divide out to exactly 50 messages per user per month, and IBM's own comparison table confirms the mechanism with a row that reads "message usage: capped per user."

Fifty messages a month is about two and a half agent interactions per working day. For an employee asking about their PTO balance twice a quarter, that is generous to the point of irrelevance. For a recruiter or an HR business partner leaning on an agent all day, it is nothing.

Work through it. A recruiter doing twenty agent interactions a day across twenty working days needs 400 messages a month, which is eight times their personal allowance. Because the cap is per user rather than pooled, a quiet colleague's unused allowance cannot cover them. And the only remedy IBM offers is the Standard edition, which costs twelve times as much while adding users rather than conversations per person.

This produces a clean rule for HR buyers. Broad and shallow deployments, meaning many employees each using an agent occasionally, fit the flat model perfectly. Narrow and deep deployments, meaning a small HR or talent team using agents intensively, are exactly the shape flat platform pricing handles worst. Most HR functions need both, which is why the practical answer is usually a company-wide self-service agent on one platform and a purpose-built tool for the high-volume specialist work.

Resume screening is the clearest example of that specialist work. A mid-sized company receiving a few hundred applications per open role generates far more agent calls than any per-seat allowance contemplates, which is why teams increasingly run software that reads every inbound resume against their own criteria alongside the general HR assistant rather than trying to force that volume through a platform license.

What can AI agents actually do in HR?

Vendor demos tend to blur into each other, so it helps to separate the work by who it serves. The distinction maps directly onto the pricing shapes above.

Employee-facing, high headcount and low frequency. Policy and benefits questions, PTO balances and requests, payroll queries, onboarding checklists, IT and access requests on the first day, open enrollment support. This is the volume that justifies giving every employee access, and it is the workload the flat model is priced for.

HR-team-facing, low headcount and high frequency. Resume screening and shortlisting, interview scheduling, offer letter generation, background check chasing, compensation benchmarking, case management for employee relations, compliance reporting. IBM leads its watsonx Orchestrate marketing with HR precisely because onboarding and employee support are the canonical broad-and-shallow workload. Microsoft and Google lead with productivity because their seat model assumes you were buying the license anyway.

The compliance row is the one that most often overrides the arithmetic. Employee records are among the most sensitive data a US company holds, and the two capabilities HR legal teams ask for first, data isolation and a HIPAA-ready configuration, sit only in watsonx Orchestrate's Premium tier, which carries no published price at all. Do I need an AI agent platform for HR, or just an agent?

Platforms are for building agents. If you do not intend to build anything, you are buying a construction kit to get one finished house.

A platform license makes sense when you have several distinct HR workflows to automate, an internal team that will maintain them, integrations into an HRIS such as Workday or SuccessFactors that need custom work, and a governance requirement that means every agent has to be monitored centrally. That is a real situation at a few thousand employees and it is what IBM, Microsoft, Salesforce and Google are all selling.

It makes much less sense when you have one job to do. An HR team that wants an onboarding assistant, or a policy question answerer, or a resume screener, is better served by a finished agent with a flat price and a short deployment than by a platform contract, a build phase and an undefined consumption unit. The middle path most HR functions land on is a hybrid: one company-wide self-service agent on whatever platform your IT department already owns, plus one or two specialist tools bought outright for the high-volume work. It is less tidy than a single-vendor story, and it is usually a fraction of the cost.

How much does an HR AI agent cost to run per employee?

For the flat model, cost per employee falls as you grow and the numbers get small fast. IBM's $6,360 Essentials plan works out to $63.60 per employee per year at 100 employees, $12.72 at 500, $6.36 at 1,000 and $1.59 at the 4,000-user ceiling. For the per-seat model, cost per employee is constant by definition: $252 a year on Gemini Enterprise Business, $360 on Microsoft 365 Copilot, no matter how large you get.

Two warnings before anyone puts that table in a business case. The first is that crossing the 4,000-user ceiling does not move you gently up a ladder: the next published IBM tier costs twelve times as much for ten times the capacity, so the per-unit price actually rises. The second is that the per-seat columns assume you are buying those licenses purely for HR, which almost no company does.

Used carefully, though, the table makes the strategic point clearly. If HR is the first team in your company to want AI agents and there is no incumbent license to ride on, a flat platform fee is the cheaper shape by a wide margin, and it gets cheaper every time you hire.

The short version
